Construction is complex, capital-intensive, and unforgiving of mistakes. Portcullis exists to make it less so, by embedding independent commercial expertise into the process at every stage, protecting the interests of those who build, own, and finance the projects that shape our communities.
Lionel Dore started work as a Quantity Surveyor in London in the mid-80’s with Davis Belfield & Everest (later Davis Langdon & Everest, Davis Langdon and now part of AECOM). He was involved in a range of asset types during that time, including housing, offices, higher education and retail. Having attained MRICS (Member of the Royal Institution of Chartered Surveyors) status and becoming a Partner in that firm, Lionel became a retail specialist. Projects such as Asprey Mayfair, Westfield London and Sevenstone Sheffield were among some of the more prestigious. As account manager for the Marks & Spencer roll-out of refreshed stores in the south-west of England and Wales, but still based in London, he liaised with colleagues in other offices and visited sites himself to ensure quality of output.
In pursuit of a greater challenge, he moved to the UAE in 2008, as Head of Retail for Davis Langdon. This was a Middle East-wide role, generally working in a pre-contract capacity on Regional and Super-Regional malls in the UAE, Oman, Qatar, Saudi Arabia and Lebanon, as well as providing early advice on projects in Syria and Azerbaijan. Following a further relocation to the USA, and after a spell as Construction Director for a home builder in Orlando, Florida, followed by a year in Egypt, Lionel joined BTY as a Director in Orlando, Florida, working as Lenders Technical Advisor and ensuring lenders were receiving accurate information on the progress and residual risks on P3 projects such as JFK Terminal 6, La Guardia Terminal B (with pre-contract input on Terminals C&D), I-4 Ultimate (Florida), SH288 (Texas), 95 Express Lanes Fredericksburg Extension (Virginia), I-395 Express Lanes (Maryland) and Belle Chasse Bridge (Louisiana). He also fulfilled the role of Independent Certifier on the Eglinton Crosstown Light Rail Transit project in Toronto, Canada and the Automated People Mover & Consolidated Rent-A-Car facility at LAX, as well as Loan Monitor on projects such as the Orlando City Soccer Stadium and Daytona Grande Hotel.
Lionel has recently returned to Orlando following more than two years in the Kingdom of Saudi Arabia. Firstly in AlUla, where he was seconded into the Royal Commission for AlUla, reviewing commercial processes & procedures and producing Rough Order of Magnitude estimates on a range of asset types. He then moved to Riyadh, as Senior Director at Qiddiya Investment Company, heading up the commercial department for Staff Accommodation projects.
In forming Portcullis LLC, Lionel brings with him a range of skills and experience acquired over many years, teams, projects, asset types, contract forms, procurement methods and roles.
